Lovebird vs. cockatiel? HELP!?

Okay I have been asking for a cockatiel for over a year now, and my mom is neutral about it and is just going along with whatever my dad says. My dad thinks a bird is gonna be noisy and stay up peeping all night, but I'm gonna keep it in my room so that it can't be heard throughout the whole house. Which one is quieter of the two? Can lovebirds talk? i want a cuddly bird that can talk, and I also need to know how to keep seeds and poop from flying everywhere. I was thinking of laying newspapers or some old towels on the floor around the cageto catch all of the stuff, and then when I clean out the cage, I can just clean the towels/newspaper. I really really want a bird, and I have been bugging my parents so much for one that they yell at me and say not to talk about it anymore, then I say, fine I'll wait until tomorrow. And it goes on and on... I also spent an entire day nonstop researching cockatiels and typed a whole 6 page documentary on them. That is how much I want a bird! agghhh! So what do I do!? Please answer all of my questions thoroughly if possible!
