I love my dog pomeranian but he's an effing brat....?

He's really cuddly and licking and all loving some times, but he tries to run out to the car to go for a ride all the time, and gets T'OD when you don't take him. Then for no reason, he wants attention or what ever he bites feet... He's my baby teddy bear... but how do I get him not to act like such a little diva man?
